The purpose of this publication is to disseminate the findings of the report on “Older-age parents and the AIDS epidemic in Thailand:Changing impacts in the era of Antiretroviral Therapy” to assist policymakers addressing similar contextual environments to further understand the epidemic and its impact on elderly caregivers. The report represents one of the few research works on the impact of HIV and AIDS on the lives of persons living with HIV/AIDS and their families in the region.

This discussion paper examines the provision of care for older people by linking various care at macro (national) and micro (individual or family) levels. This paper argues that these different levels are not mutually exclusive. On the one hand, products of macro level national policies, regulations and programmes must be compatible with the needs of target groups. Therefore, policy makers in particular, need to be well informed of what is really happening in people's lives at the micro level.

This discussion paper provides an overview of the project “Building Capacity for Community-based Treatment and Continuing Care of Young Drug Users in the Greater Mekong Subregion”, which was implemented over the period 2002-2008 in Yunnan Province, China, Lao People’s Democratic Republic, Thailand and Viet Nam. The document reviews the project’s activities, achievements and challenges in the context of efforts to divert young drug users from compulsory treatment to community care by means of capacity building, generating greater awareness and advocacy work.

This document reviews progress made in the Asian and Pacific region in line with international commitments, with particular attention to the Universal Access targets developed for low and concentrated epidemic countries in Asia and the Pacific through regional and civil society consultations in 2006. Based on these findings, the paper also reviews the main challenges and identifies ways forward in scaling up the response to HIV.
